Special Meeting
September 17, 2018
The Elgin City Council met for a special meeting on Monday, September 17, 2018 at the Elgin City Hall.   Notice of said meeting had been posted at three places, namely, U.S. Post Office, Dean’s Market and the Elgin City Hall, as prescribed by law.
Mayor Schmitt called the meeting to order at 12:00 p.m. and announce the location of the Open Meeting Act.
Councilmen present were Jim Kittelson, Mike Dvorak, Don Mackel and Duane Miller.
Also in attendance were City Clerk Vicki S. Miller, Janet Koinzan and Jerry Niewohner.
The purpose of the special meeting was to discuss the building permit for KNBB Enterprises.
The building permit is for a 70’x80’ building with 14’ side walls, located at 210 North Street.  It will be a wood frame with steel siding and roof.  There will be one bathroom.  The entrance to the building will be on the west side.
Ms Koinzan asked if the drainage ditch can be covered because of trucks getting stuck and she is worried that someone will back into it.
The City will check with the City Engineer regarding covering the drainage ditch.
Discussion was held on the water and sewer lines.  Ms Koinzan stated that the sewer line is on the south-side of North Street.  However she will investigate to see if the existing sewer is still there.
Ms Koinzan stated that Rutjen’s had been contacted about installing the water and sewer.
Discussion was held on boring under North Street and the depth of the storm sewer on the north-side of North Street.
The building will be 15’ north of the property line and 7’ from the east property line.
The City will contact City Engineer Zwingman to check on the drainage ditch and the boring of the sewer line.
Following discussion a motion was made by Dvorak to approve the building permit.  A second to the motion was made by Kittelson.  Roll call vote showed 4 ayes and no nay.   Mayor Schmitt declared the motion passed and adopted.
There being no further business to come before the Elgin City Council, Mayor Schmitt declared the meeting adjourned.   The meeting ended at 12:35 p.m.
