November 2, 2015
The Elgin City Council met in regular session on Monday, November 2, 2015, at 7:30 p.m., pursuant to posted notice.  Mayor Schmitt called the meeting to order, and announced the location of the Open Meeting Act.
Mayor Schmitt also called to order the budget hearing and the special hearing at 7:30 p.m.
Councilmen present were Jim Kittelson, Duane Miller, Mike Dvorak and Don Mackel.
A complete and accurate copy of the minutes is available for public inspection during normal business hours at the City Clerk’s office.

• Dedicating a 66 foot wide road right of way and giving the adjacent property owner an easement for use of the remaining 19 feet for a parking lot.

• Paying membership fees to Nebraska State Recycling Association in the amount of $60.00
• Installing additional outlets in the bay area of the fire hall

• Discussions were held on:
• Water Well and Well house plans
• Land purchase for water well and well house finalized
• Repairs to bridge to treatment plant
• Digital Speed Signs
• Stop Signs on Oak Street with no action being taken
• Railing on the south parking lot at the fire hall
• Fire hydrant flushing complete and needed repairs
• Cost of repairs to cutter at treatment plant
• Snow removal ad
• Overhanging branches
• Park Bathrooms closed for winter
• Crumb Rubber project com-pleted
• Sheriff’s Department’s Sep-tember Report—119 hours and 17 minutes and 6 911 calls
• Certified Dog Running at Large Letter
• Placing of the digital speed limit sign by Sheriff’s Department
• NE Regional Interoperability Network forum
• NDOR letter stating no warning signs for the fire hall will be installed
• Broken sidewalk at Chris Stamp’s
• Grand Opening of the Museum in Neligh November 7th.
Next regular meeting will be held on Monday, December 7, 2015.
