December 1, 2014
The Elgin City Council met in regular session on Monday, December 1, 2014, at 7:30 p.m., pursuant to posted notice.  Mayor Schmitt called the meeting to order, and announced the location of the Open Meeting Act.
Council members present were Don Mackel, Shirley Nissen and Jim Kittelson.  Kenny Jochum was absent.
A complete and accurate copy of the minutes is available for public inspection during normal business hours at the City Clerk’s office.
The following agenda items were approved:
November regular meeting minutes
Purchase three high pressure manual flush toilets for the park bathrooms
Mayor Schmitt thanked Shirley Nissen and Kenny Jochum for their dedicated service as Elgin City Council members
REORGANIZATIONAL MEETING PROCEEDINGS
The Elgin City Council met for a reorganizational meeting on Monday, December 1, 2014 at the Elgin City Hall.  Mayor Schmitt called the meeting to order at 7:50 p.m. and announced the location of the Open Meeting Act.

Mayor Schmitt declared a vacancy in the Ward 2 Councilman Seat for the unexpired term of four years
Tabled vote on Council President until Ward 2 seat if filled
Increasing the Clerk’s Bond to $25,000.00 for $250.00 per year
Sealed bid from Randy Henn to purchase used lumber for $10.00
Applying water deposits to accounts
Purchasing pump for the fire department
Discussions were held on:
Oath of Office given to Mayor Mike Schmitt and Ward 1 Councilman Duane Miller
MBE/WBE report filed with NDEQ
Extension of agreement with JSMM Farms for test well site
Locking the tree/compost site
Cars removed before snow removal
Interest in the recycling trailer
Office at fire hall
Discussion on tabled items before next meeting
Next regular meeting will be held on Monday, January 5, 2015
