President Laurie Waterbury called the regular meeting of the Elgin Public School Board to order at 7:30 p.m.   Board members present were Ryan Reestman, Steve Heithoff, Kim Wells, Laurie Waterbury, Stan Heithoff and Bob Hoefer.  Also present were Superintendent Dan Polk, Principal Adam Patrick, Paula Jensen, Barb Bode, and Sara Walsh.
President Waterbury led the “Pledge of Allegiance.” Waterbury reminded everyone that a copy of the Nebraska Open Meetings Law was posted in the meeting room.
School board meeting notice complied with Meeting Notice Policy #204.07.
Stan Heithoff motioned and Ryan Reestman second to approve the Consent Agenda: #5- Minutes of Regular Meeting, #6- Adopt the Agenda, #7- Financial Report, #8- Board Bills. Motion carried, vote 6-0.

President Waterbury recognized visitors and asked if the patrons had any comments.  Barb Bode recognized the achievements of Ivy Prater.  She informed the school board that Ivy was selected as the NE delegate to the Nebraska Rural Electric Youth Leadership Council.  She was chosen to speak at the NE Rural Electric Conference and the Attorney General has asked her to be a part of his Youth Advisory Council.  She noted the importance of Ivy’s success in encouraging other students to participate in such opportunities.
No correspondence or committee reports were given.
Principal Patrick reported on the Blue Ribbon Assembly in November.  He is working with the teachers on aligning the Reading Mastery program to the state standards.  The state has adopted social studies standards and will be presented later to the school board to adopt.   Elgin Public School NHS & student council will host the bloodmobile in December. Activities Director report was submitted by Carlie Wells.  The board discussed storage for the football blocking sled.
Supt. Polk reported on the Blue Ribbon celebration and the continued work on curriculum and assessment.  A parent meeting will be held at the beginning of next semester to inform them about the new policy on late work and the one-to-one laptop computer program.
Mr. Polk reported to the board that he had passed on to the EEA that the board would cover the difference in deductible for the staff’s insurance for the second year since there is already a two year agreement in place rather than not changing any compensation.  He asked the board and they still feel they should do something as the change in insurance was not planned for in the two year negotiated agreement.
Special recognition was given to all post season awards for Fall activities and Ivy Prater for her delegate work with NE Rural Electric.
In action items, Steve Heithoff motioned and Stan Heithoff second to offer Supt. Polk a rolling 2-year contract with the same compensation with the verbage to be worked out with school attorney.  All voted aye, motion carried.
Reestman motioned and Bob Hoefer second to change Saturday School program to the daily late work and failing program.  Vote 6-0, motion carried.
The school board is planning a board retreat in January with Burma Kroger of the NASB.  President Waterbury will check with Burma to have the retreat on January 23rd, with a second possible date of January 30th.
Steve Heithoff motioned and Bob Hoefer second to approve three SPED policies on first reading.  All voted aye, motion carried.  These will be typed up in board policy format and appointed a number before the next reading.
The next regular board meeting will be on January 10, 2013 at 7:30 PM at the EPS Distance Learning Room.
Motion to adjourn the meeting was made by Reestman and seconded by Wells.  All voted aye, motion carried and the meeting adjourned at 8:33 p.m.
