Council Addresses “Messy” Problem; Passes Ordinance

It’s not every day Elgin Mayor Mike Schmitt appears to be at a loss for words. But, on Monday night, he and the members of the Elgin City Council stared down an item on the agenda which they have had never dealt with before.
The council waived the mandatory three readings and approved Ordinance #639 which prohibits public urination or defecation and indecent or lewd acts from taking place in Elgin.
City Clerk Vicki Miller said the item was placed on the agenda at the request of Antelope County Sheriff Bob Moore. She said there has been no ordinance on the city code books dealing with the subject because it was covered in state statutes. However, the sheriff requested a specific city ordinance to address the matter as there appears to be more of a problem now in the past year.
In other action:
Insurance renewal — Kathy Volk presented the council with the city’s insurance package for the coming year. The cost, for the package, was up approximately $1,100 from one year ago. The council approved the package.
Library — Librarian Joyce Sullivan presented the council with a brief report on the library. More than 3,000 patron visits were recorded during the past year.
