Special Meeting Minutes
August 6, 2015
The Elgin City Council met for a Special Meeting on Thursday, August 6, 2015, at the Elgin City Hall. Notice of said meeting had been posted at three places, namely, U.S. Post Office, Dean’s Market and the Elgin City Hall, as prescribed by law. Purpose of said meeting was to meet with the pool renovation committee.
Mayor Schmitt called the meeting to order at 7:00 p.m. and announced the location of the Open Meeting Act.
Councilmen present were Duane Miller, Jim Kittelson, Don Mackel and Mike Dvorak.
Also present was City Clerk Vicki Miller, Michael Moser, Bethany Miller, David Burbach, Sue Vanis, Todd Heithoff, Lynell Morgan and Luella Weigel.
Ordinance 642, an ordinance approving Sterling Heights 3rd subdivision was not received from Mr. Meis’ attorney.
Chairman of the pool committee Michael Moser stated that committee recommends renovating the existing main pool vessel and adding a new zero depth entry addition to the renovated main pool vessel, located at the existing pool site. The estimated cost is approximately $1.5 million, plus added alternates valued at $50K.
Also recommended by the committee was constructing a new replacement bathhouse to make it ADA compliant.
Discussion was held on funding for the renovation. The committee explained that the funding would come from a combination of a major Capital Campaign and municipal bonds.
The committee reported that there has been a contribution made which would amount to one-third (1/3) of the project. Municipal bonds could provide another one-third (1/3), with a Capital Campaign providing the remaining one-third (1/3).
The tentative start date for beginning construction would be on or about August 1, 2016 with the pool to be used during the summer of 2017.
Another recommendation was authorizing the pool committee to continue to be proactive throughout the building of the new facility, until turnkey ready.
The final recommendation was authorizing Burbach Aquatics, Inc. to complete Phase I, Step #5 service by assisting with the said Capital Campaign.
Members of the pool committee expressed the need for a pool in Elgin and explained the proposed facility.
The need for a new bathhouse due to the lack of handicap accessibility was also discussed.
Todd Heithoff explained that there were some grants available, but most of them like to wait until a large portion of funds are raised before any commitment is made.
The Council reviewed the estimated probable construction cost.
Councilman Miller made a motion to proceed with the approval of pool renovation and all other recommendations. A second to the motion was made by Kittelson. Roll call vote: Ayes, Kittelson, Dvorak, Mackel and Miller: Nays, none. There being four ayes and no nays Mayor Schmitt declared the motion passed and adopted.
A motion was made by Dvorak to authorize Burbach Aquatics, Inc. to complete Phase I, Step #5 service by assisting with said Capital Campaign. A second to the motion was made by Mackel. Roll Call vote: Ayes, Dvorak, Mackel, Miller and Kittelson: Nays, none. There being four ayes and no nays Mayor Schmitt declared the motion passed and adopted.
Mr. Burbach explained the next step regarding open houses in accordance with the Capital Campaign Kickoff.
The Council thanked the pool committee members for their commitment and support for the new pool renovations.
There being no further business to come before the Elgin City Council Mayor Schmitt declared the meeting adjourned. Meeting ended at 7:30 p.m.
